The pair feel their situation has become untenable while negotiations continue over an attempted buy-out of the National Division One club.
Carvell has also stepped down as a director.
Along with Carvell's son Steve, they are attempting to reach an agreement with chairman Keith Fairbrother over the sale of the club's controlling company Butts Park Ventures (
Talks stalled three weeks ago when the buy-out consortium said that the asking price, thought at that stage to be around £8 million, was too high based on a valuation of the Butts Park Arena site carried out on their behalf by an independent company.
Ian Carvell said today: "We have put forward a proposal to Keith which he is considering," said Ian Carvell.
"Things have become a little difficult and we have some differences, so we decided that it is in everyone's best interest that we step aside from the club."

"It's unfortunate but it's one of those things," said Cov coach Mike Umaga. "Brendan made the decision to leave now rather than later when it would have been more of a problem, and we have a few options up our sleeves.
"Mike has a bit of a pedigree and has played at a decent level in the Celtic League and European competitions.
"He'll be here for the next two weeks and the first impressions are very good.
"He is very impressed with the stadium and our training regime, and with how we like to play rugby.
"We'll know more over the next week or so, but the reason behind bringing him over now is that he can have a full week's training before our first game."
Umaga expects to go with a squad of 22 to 24 players for Saturday's home friendly against Aberavon.
"We have a few niggling injuries we have to look after, but everyone is really looking forward to playing.
"They have trained really hard and just want to get out there."
